Description and Business Justification: The Affordable Care Act will require the reporting of hours as a determining factor of eligibility for government mandated health care plans for all non-collectively bargained employees. While these hours reports will need to be developed and run via CIPS regardless of the owner of the employee, those Payroll Owned employees that are determined eligible will have no way for the benefit and the deduction to be maintained and paid. As the current benefits provider for SPE, ACS only has those employees who are Workday owned. This means ACS would not be able to calculate and/or maintain those affected by the changes in the law. Changes would have to be made to CIPS to maintain and manage the benefit for this population.
